PMI Mongolia Chapter is delighted to congratulate our valued member, Enkhtsetseg Tsend, on successfully earning the globally recognized Project Management Professional (PMP®) certification from the Project Management Institute (PMI).
With nearly two decades of experience in electrical power engineering, major construction projects, and project controls, Enkhtsetseg has built an impressive professional career. Earning the PMP® certification is another meaningful milestone in her journey, reflecting her dedication to continuous learning, sharing knowledge, and strengthening her project leadership capabilities.
Enkhtsetseg Tsend is a licensed Professional Engineer in Electrical Power Supply in Mongolia, with approximately 17 years of experience in power engineering, construction, and project controls. She holds bachelor’s and master’s degrees in Electrical Engineering from Moscow Power Engineering Institute, Russia.
She began her professional career at the National Power Transmission Grid company in 2009 and joined MCS International in 2010. Her first major construction assignment involved the 35 kV power supply connection for Phase 1 of the Ukhaa Khudag Coal Handling and Preparation Plant and the construction of the 110/35/10 kV Ukhaa Khudag Substation. As a Supervisor, she gained hands-on experience across construction supervision, quality control, technical coordination, material management, logistics, contract administration, and formal project handover.
She subsequently worked in power system engineering and technical studies, using ETAP for load flow analysis, static and dynamic stability studies, transient analysis, transmission network integration, relay protection, grounding calculations, and feasibility studies.
She performed static and dynamic power system studies for the parallel operation of the 18 MW Ukhaa Khudag Power Plant with Mongolia’s Central Energy System, as well as for connecting the Mandalgobi–Tavantolgoi–Oyu Tolgoi overhead transmission line to the Central Energy System at 110 kV. Both connections were successfully implemented and commissioned based on the engineering study results. She also contributed to grid connection studies for the proposed 450 MW Tavan Tolgoi Power Plant.
Since 2016, she has worked in project controls across Oyu Tolgoi’s underground and surface construction projects, beginning as a Planner/Scheduler on the Underground Critical Facilities Project. She has continuously served as Project Control Manager since December 2017, leading planning, scheduling, resource management, performance monitoring, and reporting across major projects, including the Central Heating Plant Expansion, Material Handling System-1 (MHS-1), and Ore Handling System – Panel 0 and Panel 2.
Her expertise includes establishing and implementing project controls systems, management plans, procedures, and workflows tailored to contractual requirements and project-specific characteristics. She has practical experience in baseline schedule development and revision, schedule monitoring and control, and continuous monitoring of the live critical path to identify slippage, anticipate potential delays, and plan and implement appropriate corrective actions. Her experience also includes delay and time impact analysis and preparing supporting documentation for Extension of Time (EOT) claims.
Since August 2021, she has initiated and led the development, implementation, and continuous improvement of the ELHL application, built using Microsoft Power Apps, in collaboration with her Project Controls team. Leveraging internal expertise and team capabilities, she has helped introduce practical, user-friendly digital solutions tailored to the evolving project phases, operational requirements, and user needs of the Ore Handling System – Panel 0 and Panel 2 projects. These initiatives have contributed to standardising, digitalising, and automating cross-functional workflows, reducing repetitive manual tasks, and improving information flow and operational efficiency.
Her professional approach combines predictive project planning and control practices in construction with Agile principles in internal digital solution development, including iterative improvements and user feedback. This reflects her practical experience in applying a hybrid approach across different types of work.
Since 2018, she has trained more than 100 professionals in Document Control, Reporting, Planning, and Project Controls, sharing her knowledge and practical experience while continuing to contribute to the professional development of project management and controls practitioners in Mongolia.
PMI Mongolia Chapter extends its warmest congratulations to Enkhtsetseg Tsend on this well-deserved achievement! We wish her continued success, exciting new opportunities, and many more rewarding milestones in her professional journey. May she continue to inspire fellow project professionals, advance project controls practices, and contribute to the successful delivery of major engineering and infrastructure projects that create lasting value for Mongolia.
Congratulations once again, Enkhtsetseg!
